ICAR addresses ... Original list of ICAR addresses and sub-addresses (boxes) as of date noted in attribute "DATE_DATA". This data layer contains and locates postal addresses from the Centralized Address and Street Inventory (ICAR) within the Walloon territory. In Belgium, address information was dispersed across several data sources: Federal National Register, CRAB (Flemish Region), URBIS (Brussels Region), PICC (Walloon Region), etc. Yet, 'address is an essential data layer for both public administrations and citizens and businesses. In order to remedy this situation, the project "Belgian Streets and Addresses" (abbreviated to "BeSt Address") was implemented in order to create an authentic source of addresses in Belgium, which will exploit the 3 regional registers. In this context, a cooperation agreement has been concluded between the Federal State and the three regions. In the Walloon Region, the ICAR project (Centralised Address and Street Inventory) constitutes the Walloon regional register of addresses and therefore the authentic source in this area. In addition to its contribution to BeSt Address, this project is also linked to the European INSPIRE directive which recommends the establishment of registers, among others, of people, addresses and buildings. This data layer provides a list of all addresses extracted daily from the ICAR project. The address is defined as "the information allowing to reference, in a unique and structured way, a residence unit, a berth, a location or a plot, on the basis of the name of the municipality, the street name or in some cases the address area, the police number possibly completed with a sub-address and a postal code". For IPCC-linked addresses, the spatial location of the addresses is provided in a one-time format. The need to have geometrical aspects therefore implies that the layer is constructed from two data sources: 1. The inventory from the ICAR database describing addresses at alphanumeric level. This inventory is carried out by the municipalities and it is their responsibility to check, validate and update the information, using the dedicated ICAR application (see Associated resources). The SPW is responsible for the constitution and management of the dataset. Finally, the partners (ORES, Bpost, etc.) inform the managers of possible improvements on the basis of their observations in the field. 2. Address points from the IPCC (centroid of the building concerned). All IPCC buildings with a police number were checked. Only addresses in the ICAR database that have geometrical correspondence with IPCC points have X,Y coordinate geometries. Addresses are described by an identifier, street name, police number, post office box, postal code, address area, municipality (name and INS code) and creation and modification dates.
