Summary: The atlases of the Buurtwegen were drawn up in succession to the law of 10 April 1841. This law on the neighborhood roads is still in force. The aim was to make an inventory of all "public" roads and "private roads with public easement". In the period 1843-1845 layers, public registers, of the neighborhood roads were drawn up for all municipalities. These have gone down in history as Atlases der Buurtwegen. Each Atlas consists of 3 sections: overview plan(s), detailed plans and tables. These have been scanned and are available at http://www.provant.be/ bestuur/grondgebied/gis/atlas_buurtwegen/. Over the years, numerous changes (abolitions, reclassifications, deflections) were approved by the deputation on the recommendation of the municipality. Each decision is accompanied by a plan (document of amendment) that is kept separately. The digital Atlas of Neighbourhoods consists of 3 vectorial layers: The Atlas municipalities (former administrative division) , the original neighbourhood roads and the changes. The layer changes include the later adaptations to the original Atlas. Purpose: In 1841, the legislature wanted to indicate unambiguously which small roads had a public character. Who was (or is) the owner of the bed does not really play a role. All these neighborhood roads are indicated in the so-called atlas of the neighborhood roads. The atlas distinguishes between neighbourhood roads and pedestrian roads (sentiers). Footways are narrow roads, sometimes only 1 meter wide and the bed usually belongs to the landed. The deputation has the right to decide in the abolition of neighbourhood and footpaths. The deputation has the right of advice (to the Flemish Minister for Spatial Planning) in the building line files [border between public roads and adjacent properties] of neighbourhood roads. For neighbourhood roads belonging to the public domain, the Decree of 8 May 2009 on the establishment and realisation of the grubbing-up lines applies. According to Article 9 of that decree, the opinion of the deputation is not required. Creation: The analogue atlases have been scanned and georeferenced by order of the province. Subsequently, the atlas municipalities and changes were registered. The neighborhood roads themselves have been vectorized on the basis of these supplied files by SW/cell environmental information.
