Summary: Urban 1 was a specific urban initiative of the European Community launched in the context of the revival of problem neighbourhoods in cities within the European Union. The programme ran from 1994 to 1999 and was (co-)financed by the 'European Regional Development Fund (ERDF)' and the 'European Social Fund (ESF)'. After Urban 1, the Urban 2 program was started in 2000. Like Urban 2, Urban 1 is a regionally defined programme. Source: AG Vespa. Purpose: Visualization and demarcation of the Urban 1 area for the city of Antwerp. Creation: Antwerp North and Oud-Borgerhout were demarcated as Urban 1 areas on the basis of their characteristics as 'problem neighbourhoods' (socially and economically weaker population, a negative image, neglect and vacancy of buildings, ..). However, the subsidy program for the city of Antwerp of URBAN 1 wanted to concentrate its efforts mainly on the station area north of the Carnotstraat.
