This dataset includes the sector plan in force in Wallonia in its INSPIRE compliant version. This compliant data is part of the Spatial Plan (Spatial Planning Document, defined as the set of documents that contain the strategic orientations for the development of a given geographical area, establish the policies, priorities, programmes and land allocations for the implementation of these strategic orientations and determine the distribution of population and activities in spaces of varying sizes) and Zoning Element (Zoning Element, defined as any geographical object that is homogeneous with respect to permitted land uses on the basis of zoning separating one set of land uses from another). The sector plan is a regulatory tool for regional planning and Walloon regional urbanism made up of several layers of spatial data. The sector plan organises the Walloon territorial area and defines its different uses in order to ensure the development of human activities in a harmonious manner and to avoid the misuse of space. It has full regulatory value and is thus the backbone of effective, coherent and concerted territorial development. This aspect is reinforced by the reform engendered by the entry into force of the Territorial Development Code (CoDT). The Walloon Region is covered by 23 sector plans, adopted between 1977 and 1987. The sector plan is divided into areas intended for urbanisation (housing, leisure, economic activity, etc.) and areas not intended for urbanisation (agricultural, forestry, green areas, etc.). Several layers of spatial data make up the sector plan. They are defined in the CoDT. In addition to determining the different areas of use of Walloon territory, it contains: - the municipal boundaries of the PdS; - revisions (infrastructure under revision, perimeters of partial revisions of the PdS, development measures, additional requirements); - infrastructure (road, rail, inland waterways, high-voltage power lines, pipelines); - the perimeters of protection (perimeters of ecological connection, of landscape interest, of cultural, historical or aesthetic interest, the remarkable points of view and their perimeter, the reservations of main infrastructure, the extension of extraction zone); - the reference to the Sector Plan of origin; - the 1978 planning area labels. These different layers of data are presented in vector format (point, line or polygon). While the sector plan has regulatory value, it is not fixed. The revision arrangements are formalised in procedures that have been simplified and streamlined in the CoDT. This release is the latest version of the data layers and incorporates updates following the implementation of CoDT. To date, the management of the sector plan is the responsibility of the Directorate for Regional Planning (DAR), which is in charge of the sector plan tool: development with regard to regional objectives, in particular economic development from a sustainable perspective, information, awareness-raising, link with regional strategic planning and with municipal tools. The revisions are examined by the DAR, with the exception of those assigned to the Territorial Development Unit (CDT), also known as "ESPACE", the creation of which was decided by the Walloon Government on 19 September 2005.
