Reference parcel from SIGEC 2023 according to Directive 2021/2116/EU

The Walloon agricultural reference parcel (2116/2021/EU) contains areas within which agricultural areas and parcels for 2023 are located. It enables the implementation of the Land Parcel Identification System (LPIS) required by the European Commission. This is an area geographically delimited by physical boundaries (fences, hedges, roads, etc.), carrying a unique identification registered in Wallonia’s Geographical Information System (GIS). The agricultural reference parcel is managed by the Paying Agency of Wallonia. It concerns the entire Walloon territory. Annual consolidation is carried out on the basis of aerial orthophotographs taken annually throughout Wallonia. The agricultural reference parcel is published to meet Regulation (EU) 2023/138. However, the official source remains the copy managed and held by the Paying Agency of Wallonia. This is mainly an administrative layer that should not be confused with the layer of agricultural parcels. The reference parcels serve as a basis for farmers to submit their geo-spatial application. They shall enable the identification and annual quantification of the maximum eligible areas. They are used for the calculation of the maximum amount of aid.
