For collective dwellings, each unit should be counted as a dwelling. Under the Code, ‘ILA’ (Local Reception Initiative) housing is not considered to be public housing. Emergency housing cannot be assimilated to transit housing. Nevertheless, they can be counted towards the public housing quota. They have therefore been taken over. Finally, future public dwellings during construction are only counted and recorded when they are actually occupied as such. The indicator defers the number of public dwellings inventoried to the number of private households in the municipality to calculate the share of households living in public housing.
