The coverage rate is the ratio between the total number of places and an estimate of the number of children of child-bearing age, i.e. children aged 0 to 2.5. This takes into account the fact that children usually do not attend a care environment before the age of 3 months and enter school between 2.5 and 3 years. The number of children aged 0 to 2.5 is calculated as the number of children aged 0 to less than 1 year, 1 to less than 2 years, to which 50% of children aged 2 to less than 3 years are added. The number of children is calculated on the basis of data from the National Register on 1 January of the following year. It should be noted that children are counted at home in the denominator and at home in the numerator. Since children do not necessarily attend a local reception centre, it is possible that the rate is higher than 100%. This is particularly true for indicators at the level of statistical districts. Children domiciled in the 9 German-speaking municipalities are not included in the denominator of the coverage rate for the district of Verviers and the province of Liège.
